No. 706/ Bill No. 155 PLACE: Council Chambers Kona, Hawai`i TIME: 1:04 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Bill No. 155, reports as follows: Bill No. 155, transmitted by Finance Director Deanna S. Sako, via Communication No. 706 dated March 1, 2016, submits for consideration the proposed Operating Budget for the County of Hawai`i for the Fiscal Year (FY) ending June 30, 2017. This balanced budget includes estimated revenues and appropriations of$462,742,790, and is 5.46 percent larger than last year's budget. Part I, Volume I, of this bill provides the Mayor's budget message, that includes summaries of estimated revenues and expenditures for FY 2016-17, with comparisons to FY 2015-16, by providing specific tables and sections entitled "Operating Budget by Fund," "Revenues by Source," "Expenditures by Function," "Revenue Changes," and "Expenditure Changes." This Volume further provides a"Summary of Revenues and Appropriations By Funds," "Position Changes," "Revenues and Expenditures," and Parts A through L, that show estimated revenues and expenditures for the General Fund and each Special Fund. Part I, Volume II, of this bill provides a summary of each department and special fund that includes mission statements, goals, funding sources and position counts, program descriptions and objectives, highlights, measures and expenditures. Communication No. 706.1, from Finance Director Deanna S. Sako dated March 1, 2016, transmitted a booklet containing reports entitled "Departmental & Agencies' Six Month Progress Report on Program Objectives for FY 2015-16," and"Final Status Report on Program Objectives for FY 2014-15." This report shows program accomplishments for the first six months of the current fiscal year and for the previous fiscal year. On April 5, 2016, pursuant to Section 10-4 of the Hawai`i County Charter, the Council conducted a public hearing on the proposed Operating and Capital Budgets at the Hawai`i County Building in Hilo, and provided videoconferencing at the Kona Council office. On April 13, 2016, Mayor William P. Kenoi presented this proposed budget on the first day of the Departmental Budget and Program Reviews. FC Report No. 65 FC-65 Page 2 May 3, 2016 On April 13, 14, and 15, 2016, a review of the proposed Operating and Capital Budgets during the Departmental Budget and Program Reviews was held, and was then postponed to the May 3, 2016, Finance Committee meeting. On May 3, 2016, Chair Karen Eoff announced that pursuant to Section 10-2(a)(5) of the Hawai`i County Charter, the Mayor will be submitting an amended budget on May 5, 2016. Ms. Eoff recommended passage of this bill, and advised the Council Members that it would be prudent to wait for submission of the amended budget on May 5th before proceeding with amendments. Amendments, if any, maybe transmitted for consideration prior to first reading on the May 18, 2016, Special Meeting of the Council. Council Member Danny Paleka suggested that the budget should include funds to address the Rapid `Ohi`a Death problem. Council Member Margaret Wille requested that Major Samuel Thomas from the Hawai`i Police Department be present on May 18th for the Pt reading of the budget to address issues regarding the contract between the Police Department and the Humane Society. Ms. Wille commented regarding the Transient Accommodation Tax bill at the State Legislature that kept the cap of$103 million for all four counties, and stated that it needs to be addressed because without that cap, Hawai`i County's share would have been over $30 million.
