Your Committee on Finance, to which was referred Bill No. 156, reports as follows:
Bill No. 156, transmitted by Finance Director Deanna S. Sako, via Communication No. 707 dated
March 1, 2016, transmits the proposed Capital Budget for FY 2016-2017, and the Capital Program for
the next six years from FY 2016-17 to 2021-22, which includes 55 projects requiring a total
appropriation of$144.8 million. Approximately $85.75 million are intended to be funded in whole or
part by bonds, $20.75 million to be funded by the State Revolving Loan Fund, $36.32 to be funded by
federal and $1.98 million to be funded by private contributions.
This bill includes the mayor's transmittal letter that describes "Funding Sources," "Debt Service,"
"Capital Improvement Projects," "Protect Data/Financial Impact Statements" and "Fair Share
Contributions." It also includes tables describing"Projects and Proposed Funding Sources,"
"Capital Project Eligibility," "Location of Projects by Council District," "Council Benefit Districts,"
and"Six-Year Capital Program for FY 2015-2016 to 2020-2021."
On April 5, 2016, pursuant to Section 10-4 of the Hawai`i County Charter, the Council conducted a
public hearing on the proposed Operating and Capital Budgets at the Hawai`i County Building in Hilo,
and provided videoconferencing at the Kona Council office.
On April 13, 2016, Mayor William P. Kenoi presented this proposed budget on the first day of the
Departmental Budget and Program Reviews.
On April 13, 14, and 15, 2016, a review of the proposed Operating and Capital Budgets during the
Departmental Budget and Program Reviews was held, and was then postponed to the May 3, 2016,
Finance Committee meeting.
On May 3, 2016, Chair Karen Eoff announced that pursuant to Section 10-2(a)(5) of the Hawai`i
County Charter, the Mayor will be submitting an amended budget on May 5, 2016. Ms. Eoff
recommended passage of this bill, and advised the Council Members that it would be prudent to wait
for submission of the amended budget on May 5th before proceeding with amendments. Amendments,
if any, may be transmitted for consideration at prior to first reading on the May 18, 2016, Special
Meeting of the Council.

There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 156, and recommends
its passage on first reading.
