Robert Cundiff Regulatory Review Board (SBRRB) provides.recommendations on proposed
Odin new or amended rules, and for requests regarding county ordinances, the board

the above-captioned Bill No. 140, atits-April 20, 2016 board meeting, the SBRRB
Director,DBF,DT Thembersreviewed and heard from various testifiers in opposition to the
Voting Ex Oilleiti
proposed changes in the Hawaii County Code. After careful consideration, the
SBRRB recommended to oppose the. proposed.changeS due to:both financial
implicationa tO small businesses and the absence of addressing litter
management concerns.
Further, the*SBRRB recommends that a macro-approach be taken that would:
- Incorporate education in Caring for QUI .environment and taking personal
responsibility',
- Provide for a comprehensive resource reclamation process to address all
recyclable/reusable materials that end up in our landfills;and
- Create a total simPliatic approach to provide a long-term solution to
preserve and sustain our precious environment, resOurtea, and economy
for future generations.
