I write to express my opposition to Bill 165 which would add a County E ,
of Hawaii surcharge of one-half percent on top of the current 4.0 — t °r
General Excise Tax.
A general excise tax to pay for road development and maintenance would
likely be absorbed into the general fund over time leaving a deficit m4
for road development and repair. It is also an unfair tax as it has
equal distribution across the tax base unfairly burdening the poor and
those that don't drive. N

A designated gas tax earmarked for development and maintenance of the
roads would be the only fair tax. It could not be absorbed into the
general fund. The vehicles which weigh more and cause more damage to
the road surface, and burn more gas would pay more. Light weight
vehicles would pay less tax. People who use public transportation or
rarely use the road system would pay little or no tax. It would
encourage people to buy more fuel efficient vehicles. We should all be
moving in this direction to reduce the carbon footprint we each have.
Local, State and the Federal Government have the responsibility to
encourage this policy to help move our country to more efficient and
light weight vehicles.

matter in advance of Tuesday's vote.
