Aloha Chair and Presiding Officer Eoff,
I write to express my opposition to Bill 165 which would add a County of Hawaii surcharge of one-half percent on top of
the current 4.0 General Excise Tax.
While I understand the need to raise additional funds for maintaining and improving County services,this tax is not the
way to do it. It is a regressive tax that unfairly targets lower-income families and small businesses.
A much better solution would be to impose higher fees for specific uses;for instance, a higher gas tax or vehicle tax for
highway maintenance,or a higher tobacco tax or liquor tax for social services.
Thank you for the opportunity to express my thoughts on this importantmatter in advance of Tuesday's vote.
