Re: Agreement with State of Hawai`i
The State of Hawai`i is providing funds totaling $3,000,000 towards the designing, planning and
construction costs of the County of Hawai`i's Kalaniana'ole Avenue Improvements project.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawai`i
for this grant. The Department of Public Works requests that this resolution be waived from the
Finance Committee and be placed on the June 3, 2016 Council agenda. If there are any questions,
please do not hesitate to contact Warren Lee, Director of Public Works, at 961-8321.

A. REQUEST:
Add a Resolution to accept State CIP project money to construct the following project:
Kalanianaole Avenue Improvements (State) $3,000,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Resolution is to accept $3 million from the State of Hawaii for payment of the State's DOT portion of the
Kalanianaole Avenue Improvements project, from Railroad Avenue to Kauhane Avenue. This project is
included in the pending 2016 - 2017 fiscal year's CIP budget, however state wishes to provide funding this
fiscal year.

RE: Resolution No. 529-16 : RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR
TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII, PURSUANT TO HRS 46-
7, TO RECEIVE FUNDS FOR THE PLANNING, DESIGN AND CONSTRUCTION OF THE
COUNTY OF HAWAI`I'S KALANIANA`OLE AVENUE IMPROVEMENTS PROJECT
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
