Hawaii Island Community Development Corporation ("HICDC") is proposing to develop an additional 32 affordable housing units ("Project") on land dedicated for that purpose and transferred to the County of Hawaii ("County") by Gubernatorial Executive Order 4224("EO") in South Hilo, Hawaii, identified as Tax Map Key(3) 2-4-001:177, to provide decent, safe and affordable housing for qualified low-and moderate-income residents in the County. HICDC respectfully requests a waiver to the next available Council Meeting. The justification for this waiver request is so that the HICDC can obtain and demonstrate evidence of approved housing exemptions (which includes zoning use for the site), in order to provide a complete financing application for state and federal tax credits through the State Hawaii Housing Finance and Development Corporation (HHFDC). With an application deadline of June 15, 2016, the inability to obtain approval of the housing exemptions by County Council could disqualify HICDC's application, and ultimately result in a missed financing opportunity to provide an additional 32 units of needed senior housing. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai'i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Planning to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Planning for placement on its future agenda.
