David Hipp Please allow me to initially thank the County Council and Mayor Kenoi for the commitment to our
F f,,ar,.,n:riMr county's nonprofit organizations. The funding provided by the Mayor and County Council is critical
to the provision of services for our island's communities.
Furthermore,the diligence and thoroughness involved in the process of vetting one hundred forty-

admirable and very much appreciated.
The funding recommended for The Salvation Army-Family Intervention Services' Positive Youth
Development Program will contribute significantly to our ability to provide a safe and nurturing
environment along with access to opportunities,experiences and services to support positive
activities for youth age 10 to 21 residing in the Kea'au communities. The overall goal of the
program support youth in avoiding unproductive and destructive behaviors and to maintain safe
and healthy life styles.
Geographically, Kea'au covers 111+square miles and includes several large subdivisions and
substandard roads,thus limiting access for many youth to these opportunities. Our program staff
provides outreach to target youth throughout this area, and county funds will support our overall
operating costs to provide services in this area.
