I believe that the under Section 3-2 of Bill No. 154, the terms of Council Members should be revised to 2 years from the current 4 years. However, I believe the terms of the Council members should not exceed 3 -2 year terms and not 6-2 year terms, as is presented in the proposed revised Bill. A total of 12 years in any public office, I believe is not always beneficial for the Council member or the public whom they serve. It is my understanding that there are few U.S. local, as well as State public offices which allow this length of service. By having 3-2 year terms, other people could run for the office. In addition, it would also allow allow new people to be elected, which could offer more and varied opinions on topics and also promote newer skills and expertise in different areas. Based on the above, in Section 5, each person who was re-elected would be allowed to serve 2 additional 2 year terms. Mahalo for allowing me to share my observations and comments Respectfully Submitted Mark Gordon Waikoloa HI. Mark CD t.1 .. I1 0 Comm No. DS Ref. To: "1ft, Ref. Date .APR 1 9 2016 1
