The amendments would: 1) increase membership from five to nine members; 2) decrease member's term from five to four years; 3) allow members appointed for two years to be eligible for an additional four-year term; 4) require a minimum of three hearings per year in the windward and leeward areas of the County; 5) allow members to serve remainder of term after bill becomes effective, except if two or more reside in same district in which case longest serving member will be retained; and 6) create and delineate straggered terms. Bill 155 (Draft 2): Establishes an Operating Budget for the County of Hawai`i for the Fiscal Year July 1, 2016, to June 30, 2017. Proposed Operating Budget for fiscal year ending June 30, 2017, includes estimated revenues and appropriations of$462,978,628. AYES: Council Members Chung, David, Eoff, Ilagan, Onishi, Paleka, Poindexter, Wille, and Chair Kanuha—9; NOES: None; ABSENT: None; EXCUSED: None. Bill 156 (Draft 3): Relates to Public Improvements and Financing Thereof for the Fiscal Year July 1, 2016, to June 30, 2017. Proposed Capital Budget for fiscal year ending June 30, 2017, requires a total appropriation of$207.919 million, of which approximately $141.357 million are intended to be funded in whole or part by bonds, $27.764 million are to be funded by the State Revolving Loan Fund, $36.32 million are to be funded by federal, $1.98 million are to be funded by private grants, and $0.50 million are to be funded by fair share contributions. Adds Hawaiian Ocean View Park to Section 14-2 (areas requiring permits for Intoxicating liquors between the hours of 10:00 a.m. and 10:00 p.m.) and removes Hawaiian Ocean View Park from Section 14-2.1 (intoxicating liquors allowed between the hours of 6:00 p.m. and 10:00 p.m.).
