Subject: Support for Bill 101
A hospitaization prevented me from testifying at the last hearing, but as always I support the expansion of the
Ethics Board. The Board is still not representative. Although I do not think that the two Hawaiian women have
different ethics than I, I do think that that they would be more likely to recuse themselves given the high profile
Hawaiians with ethics charges against them. Mr. Goodenow's former close ties to tthe county council also
render him a candidate for recusal or bias. That leaves just 2 members who might be impartial. We need more.
I am dismayed when some E, side council members proclaim that "we don't need more". What are they afraid
of?
I have been advocating for an expanded Ethics Board (Bill 101)that would provide a fair, impartial,and
representative panel of commissioners. Article XIV of the State Constitution,which mandated the county
boards, states that these commissioners be selected "in a manner which assures their independence and
impartiality. This is very hard to do when there are only 5 board members,the fewest of any other county in
the state.
