Good afternoon Chairwoman Eoff and council members.
My name is Gwen Ilaban and I've been a life-long resident of Hawaii Island. I
reside in District 1.
I'm here to testify in STRONG SUPPORT of Communication 852.
It's very disappointing that the commissioners for the County's Board of Ethics did
NOT enforce the Code of Ethics in a timely manner, which Mayor Keoni violated.
They also failed to hold hearings,to initiate and render opinions of
violations of the Code of Ethics and transmit such complaints to you as a council.
They elected to wait until an investigation of the state attorney general was
completed. That is INEXCUSABLE and a dereliction of their obligation.
Finally!! The state attorney general has indicted the mayor and he will have his day in
court. In closing, I ask that as elected officers you should demonstrate the highest
standard of ethical conduct so that the public may regain trust and confidence in
the integrity of the Hawaii County Council. PLEASE have Mayor Kenoi step aside!!
He should NO LONGER PERSEVERE as mayor of Hawaii County!!
