Aloha, Hawaii County Council members, and mahalo for your time and consideration. My name is Jennifer
Milholen. I represent Styrophobia, a local nonprofit devoted to responsible resource recovery and the
elimination of single-use plastics. I have been following the progress of Bill 140 and am excited to see that after
the recommended inclusions from the Director of Environmental Management,the bill looks strong and
comprehensive. I am writing in support of this bill, as the health and environmental impacts of EPS foam on
Hawaii County and all of Hawaii's residents is well known.
I applaud the amendment to the bill to coordinate the effective date to coincide with the opening of the
comprehensive composting facility, and the provision that requires all to go containers, etc. to be compostable
or recyclable going forward.
The most common objection to measures such as these are the economic impacts to business owners. I can
speak from personal experience as well as a member of the Rise Above Plastics and Ocean Friendly
Restaurants,that converting away from foam is not only a manageable financial consideration, but that
businesses attract more customers who support protecting Hawaii's landscapes. The Surfrider Ocean Friendly
Restaurants program just launched and they already have 50 certified food vendors who say they have no
problem being foam free and successful. http://www.oceanfriendlyrestaurantshawaii.org/
