No. 887/Bill No. 208 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 11:47 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 208, reports as follows: <br /> Bill No. 208,transmitted by Mayor William P. Kenoi via Communication No. 887 dated May 6, 2016, <br /> amends section 25-8-2 (North Kona and South Kona Zone Map) article 8, chapter 25 (Zoning Code) of <br /> the Hawai`i County Code 1983 (2005 Edition), by changing the district classification from Agricultural <br /> —Five Acres (A-5a)to Family Agricultural—Two Acres (FA-2a) at Kuki`o 2nd& Manini`owali,North <br /> Kona, Hawai`i, covered by Tax Map Key: 7-2-004:027. The applicants are Carl and Christine Carlson, <br /> and the subject parcel covers 5 acres. <br /> The applicants intend to subdivide their property into one 2-acre lot and one 3-acre lot. If approved, the <br /> smaller lot would be conveyed to their daughter and her family, and the applicants would retain the <br /> larger lot. Both the applicants and their daughter intend to construct their dwelling and to conduct some <br /> measure of agricultural activities on their lots. <br /> The Leeward Planning Commission, at its duly held public hearing on April 21, 2016, recommended <br /> approval of this item. <br /> The applicant was present in Hilo but was not called up to answer any questions. Daryn Arai, Planning <br /> Program Manager, answered questions on behalf of the Planning Director. <br /> Ms. Eoff commented in support of Condition C of Bill No. 208, which requires restrictive covenants in <br /> the deeds of all proposed lots prohibiting the construction of a second dwelling unit and condominium <br /> property regimes on each lot. <br /> Mr. Kanuha stated he attended the discussion on this item when it appeared before the Leeward <br /> Planning Commission and he voiced his support for it. <br /> PC Report No. 65 <br />
