No. 889/Bill No. 210 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 11:47 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 210, reports as follows: <br /> Bill No. 210, transmitted by Mayor William P. Kenoi via Communication No. 889 dated May 6, 2016, <br /> amends Ordinance No. 889 (formerly Kamuela Zone Map, currently Lalamilo Pu'ukapu Zone Map), <br /> which reclassified lands from Agricultural—Forty Acres (A-40a) to Agricultural—Five Acres (A-5a) at <br /> Pu'ukapu Homesteads, 2nd Series, South Kohala, Hawai`i, covered by Tax Map Keys: 6-4-017:023, 064- <br /> 067, and 078 (formerly 6-4-017:023). <br /> The Planning Director initiated this bill to delete Conditions C and H, which would remove the current <br /> agricultural use restrictions and instead allow agricultural land uses that are permitted by State Land Use <br /> Law and the County Zoning Code. <br /> The Leeward Planning Commission, at its duly held public hearing on April 21, 2016, provided a <br /> favorable recommendation of this item. <br /> Upon questioning by Ms. Wille, Daryn Arai, Planning Program Manager representing the Planning <br /> Director,provided background information: During the processing of a special permit application <br /> situated within the Kauakea Subdivision, the department realized there were conditions embedded in <br /> Change of Zone Ordinance No. 889 that placed stricter limitations on the types of agricultural uses that <br /> could occur than the uses currently allowed by State and County law. <br /> Ms. Wille questioned Mr. Arai about the relevance of the South Kohala Community Development Plan <br /> as it relates to important agricultural lands and. Ms. Wille stated she was not entirely opposed to <br /> allowing additional agricultural uses beyond what the allowed definition in Condition C of Ordinance <br /> No. 889, but she wanted to raise concerns about the "big picture." <br /> For informational purposes, Ms. Wille voted"kanalua aye." <br /> PC Report No. 67 <br />
