Your Committee on Finance, to which was referred Resolution No. 530-16, reports as follows:
Resolution No. 530-16,transmitted by Finance Director Deanna S. Sako, via Comm.No. 893
dated May 16, 2016, authorizes the payment of funds of a later fiscal year and of more than one fiscal year
for a multi-year extension of license agreement for real property to operate the Kea'au Transfer Station.
This Resolution would authorize a five-year extension to the agreement with W. H. Shipman to utilize land
for the Kea'au Transfer Station. The annual license fee from July 1, 2016,to June 30, 2018, would be
$5,000; and from July 1, 2018,to June 30, 2021, would be $7,500. The agreement includes a 5-year option
for renewal.
Finance Director Deanna Sako came forward and commented that this site has been utilized as a transfer
station for many years and this request is for a renewal for five years.
Section 10-11 of the Hawai`i County Charter provides that any contract, lease or other obligation requiring
the payment of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be
made or approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 530-16, and
recommends its adoption.
