However, in March 2015, after work had started, the use of these funds for this project was frozen. The Office of Housing and Community Development (OHCD) wishes therefore, to provide funds to Habitat for Humanity West Hawaii, Inc. to complete the construction of these four homes. Enclosed is a resolution authorizing the OHCD to provide $336,000 to Habitat for Humanity West Hawaii, Inc., pursuant to Hawaii County Code (2005 Edition as amended) Chapter 2, Article 25, Section 2-139(a)(3)(A). The OHCD requests that this resolution be waived from the Finance Committee and be placed on the July 7, 2016 Council agenda. REQUEST: We request approval of a resolution authorizing the Office of Housing and Community Development (OHCD) to award funds, in the amount of $336,000, to the Habitat for Humanity West Hawaii, Inc. to complete construction of four homes for low income families at the Kamakoa Nui Affordable Workforce Housing Project in Waikoloa, Hawai'i. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) : Habitat for Humanity West Hawaii, Inc., a non-profit organization, was awarded $336, 000 of 2012 HOME Investment Partnerships (HOME) program funds to construct four homes for low income families at the Kamakoa Nui Affordable Workforce Housing Project in Waikoloa, Hawai'i. In March, 2015, after work was started on the four homes, the U.S. Department of Housing and Urban Development (HUD) froze the use of Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds, in Waikoloa, because it was a Formerly Used Defense Site (FUDS) . These funds will be utilized by Habitat for Humanity West Hawaii to complete construction of these four homes for low income families. The OHCD would like to request a waiver from the Finance Committee and have this resolution heard at the Council Meeting scheduled for July 7, 2016. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
