Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for maintenance agreements for 33 new automatic electronic defibrillators (AEDs) being
donated to the Hawai`i County Police Department. This donated equipment requires
periodic maintenance and inspection. The anticipated cost of the maintenance agreement
is approximately $150 per unit, per year.
The Police Department is requesting that this resolution be waived from the Finance
Committee and be placed on the July 7, 2016 Council agenda. If there are any questions,

REQUEST FOR COUNCIL ACTION

A. REQUEST:
To enter into a multi-year maintenance agreement (Vendor to be determined) for five (5) years for the
maintenance of 33 Automatic Electronic Defibrillators (AED) which is being donated to the County of
Hawaii, Police Department.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hilo Medical Center Foundation is donating . 33 AEDs to the County of Hawaii for use by the Police
Department. The equipment requires maintenace which includes periodic inspections, inventory tracking,
replacement of batteries/pads, periodic testing and documentation of data, debriefing and data download
after AED use and refresher/re-certification training.
The department is anticipating an estimated cost for this maintenance agreement is approximately
$150/unit/year ($5,000/year). The total cost for this multi-year maintenance agreement is approximately
$25,000.
We request that this resolution be waived from the Finance Committee and be placed on the July 7, 2016
Council agenda in order to obtain this equipment as soon as possible.

RE: Resolution No. 544-16 : RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF
A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR
LEASE FOR FOUR(4) COPY MACHINES FOR THE HAWAII COUNTY POLICE
DEPARTMENT.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
