Re: Agreement with the Hilo Medical Center
The Hilo Medical Center, a State-run organization, is requesting the County to donate a
vehicle to transport non-emergency patients to nearby facilities. The Hawai`i Fire
Department has a decommissioned ambulance they have identified as appropriate for
such use.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the Hilo
Medical Center in order to donate this vehicle for their use, and to provide
indemnification for the County regarding this transaction. If you have any questions,
please contact Melanio Lorenzo, of the Hawai`i Fire Department at 932-2921.

A. REQUEST:
Please prepare a resolution authorizing the donation of one (1) decommissioned ambulance to the Hilo
Medical Center.
Prepare a resolution to authorize the Mayor to enter into an agreement with the Hilo Medical Center,
pursuant to HRS 46-4, Hawaii Revised Statutes to donate the ambulance (HFD 436, 1996 Ford).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawaii Fire Department received a letter from the Hilo Medical Center requesting the department to
donate a vehicle for patient transport. The hospital's current vehicle---a 1986 van---is inoperable and un-
repairable.
The Hawaii Fire Department has identified a recently decommissioned old ambulance, purchased in 1996,
that will be appropriate for the hospital's use as a vehicle for non-emergency patient transport to the long
term care facility across the street from the hospital and to the imaging center.

RE: Resolution No. 545-16 : RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR
TO ENTER INTO AN AGREEMENT WITH THE HILO MEDICAL CENTER PURSUANT TO HRS
SECTION 46-7, TO DONATE AN AMBULANCE TO THIS STATE-RUN ORGANIZATION.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
