RESOLUTION NO. 552 16 A RESOLUTION SUPPORTING THE NECESSARY INITIATIVES FOR THE COUNTY OF HAWAII TO ACHIEVE CERTIFICATION AS A BLUE ZONES COMMUNITY. WHEREAS, improving the overall well-being of citizens in the County of Hawai`i will improve productivity, lower healthcare costs, and improve the economy; and WHEREAS, based on the Gallup-Healthways Well-Being Index, attached hereto as "Exhibit A,"the County of Hawai`i reports a lower overall well-being score as compared to the other islands and the State as a whole; and WHEREAS, studies have shown that 80 percent of a person's lifespan is determined by lifestyle choices and environmental factors, while only 20 percent is genetic; and WHEREAS, there are five geographic areas (Loma Linda, California; Nicoya, Costa Rica; Sardinia, autonomous region of Italy; Icaria, Greece; and Okinawa, Japan) around the world where people live longer and "better," and these places share the following nine commonalities that contribute to their longevity and well-being: 1. Move Naturally—incorporating natural movement, such as walking, biking, or gardening into your daily life; 2. Know Your Purpose—knowing and being able to articulate your reason for getting up in the morning; 3. Downshift—knowing how and when to relax, and having techniques to shed the daily stress of life; 4. 80 Percent Rule—controlling calorie intake by eating mindfully, until you are 80 percent full; 5. Plant Slant—eating mostly a plant-based diet with smaller quantities of meat and processed foods; 6. Wine at Five— getting together with friends or family at the end of the day to enjoy a glass of wine or healthy beverage; 7. Right Tribe—having strong social networks to support you through life; 8. Belong—connecting or reconnecting with your faith or spirituality; and 9. Family First—prioritizing time with your family and loved ones; and WHEREAS, the Blue Zones Project by Healthways, brought to the State of Hawai`i by the Hawai`i Medical Service Association (HMSA), is a community well-being improvement program which delivers proven tools and resources to transform communities into healthier places to live, work, and play; and WHEREAS, the Blue Zones Project offers national experts to conduct workshops, training, and educational sessions to residents and leaders in the public and private sector about policies that support active, healthy lifestyles and environments; and WHEREAS, the Blue Zones Project offers the annual Gallup-Healthways Well-Being Index survey as the quantifiable measure of community well-being improvement; and WHEREAS, there are 16 certified Blue Zones communities in the United States that have shown measurable improvement in health outcomes associated with the Blue Zones Project; and WHEREAS, two communities in the County of Hawai`i, East Hawai`i and North Hawai`i, were selected as Blue Zones demonstration sites based on their leadership, motivation, and commitment to improving their well-being; and WHEREAS, the Blue Zones Project is guided by a blueprint for community well-being improvement created and approved by community leadership teams; and WHEREAS, in 2011, the Hawai`i County Council adopted Resolution No. 171-11, Draft 2, to support the establishment of a Complete Streets policy for the County of Hawai`i to ensure that roadways are designed and operated to enable safe access for all users, including pedestrians, bicyclists, motorists, and transit riders of all ages and abilities, which is a critical component of healthy communities; and WHEREAS, social, economic, and environmental well-being are recurrent themes in the County of Hawai`i's General Plan and Community Development Plans; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it hereby supports the Blue Zones Project and the necessary initiatives for the County of Hawai`i to achieve certification as a Blue Zones community. BE IT FURTHER RESOLVED that the County of Hawai`i will seek to understand our current level of well-being and improve upon those things in which the Blue Zones excel so that the health of our communities can be improved. BE IT FURTHER RESOLVED that through the appropriate processes, the County of Hawai`i will consider the adoption of policies that support healthy communities and which will apply toward certification as a Blue Zones community, such as the following: • Tobacco o Reduce tobacco use and initiation of tobacco use in youth o Prevent and control emerging use of other tobacco products and e-cigarettes o Reduce tobacco advertising 2 • Healthy Food Environment o Increase demand for, production of, and access to locally grown foods o Provide policy and organizational support to meet food self-sufficiency needs o Improve access to healthy options to disadvantaged populations o Improve access to and availability of healthy options in local retail and restaurants o Improve institutional procurement and vending contracts to support consumption of locally grown produce • Built Environment o Review and modify current County projects to create model Complete Streets projects o Attend and support training of County staff, elected leaders, and others (business leaders, community boards, etc.) in Complete Streets o Develop a Complete Streets Implementation Plan o Adopt and adapt a Street Design Guideline Manual BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable Mayor William P.
