Re: Capital Budget
The Department of Parks and Recreation is requesting to add an appropriation to Ordinance
16-73, the Capital Budget, for their Hilo Bayfront Trails project. The State of Hawai`i
Department of Land and Natural Resources awarded the County of Hawai`i Department of
Parks and Recreation $165,667 to construct a paved multi-purpose pathway along Hilo
Bayfront.
Enclosed is a bill for an ordinance to add the project titled "Hilo Bayfront Trails" and to
appropriate $165,667 to the Capital Budget for this project.
The Department of Parks and Recreation is requesting this bill to be waived from the
Finance Committee and be placed on the July 19, 2016 Council agenda. If there are any
questions, please contact Reid Sewake of the Department of Parks and Recreation at
961-8560.

A. REQUEST:
An ordinance amending Ordinance IIP-13 The Capital Budget, by adding the appropriation for Hilo Bayfront
Trails-Federal $165,667.00 and Federal Grants Receivable $165,667.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State Department of Land and Natural Resources has awarded the County of Hawaii Department of
Parks and Recreation $165,667.00 to provide funding to construct a paved multi-purpose path along Hilo
Bayfront. The one mile long trail will path through three County Parks: Mooheau Park, Hilo Bayfront Park
and Hilo Bayfront Soccer Fields.
The department requests that this bill be waived from Finance Committee and proceed directly for Council's
review to help expedite this project.

RE: Bill No. 220 : AN ORDINANCE AMENDING ORDINANCE NO. 16-73, AS
AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR JULY 1, 2016 TO JUNE 30, 2017.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
