No. 908.1/Bill No. 217 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 1:22 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 217, reports as follows: <br /> Bill No. 217, transmitted by Mayor William P. Kenoi via Communication No. 908.1 dated June 28, <br /> 2016, amends section 25-8-33 (City of Hilo Zone Map), article 8, chapter 25 (Zoning Code) of the <br /> Hawai`i County Code 1983 (2005 Edition, as amended)by changing the district classification from <br /> Single Family Residential-10,000 Square Feet (RS-10) to Neighborhood Commercial-10,000 Square <br /> Feet(CN-10) at Waiakea House Lots 1st, Waiakea, South Hilo, Hawai`i, covered by Tax Map <br /> Keys: 2-2-027:038, 039, and 058. <br /> The Windward Planning Commission, at its duly held public hearing on May 5, 2016, forwarded an <br /> unfavorable recommendation to the Council. <br /> Mr. Onishi explained that this matter concerns his district, he hasn't received any negative emails about <br /> it, and that he asks for other council members' support. <br /> Mr. Paleka asked Planning Director Duane Kanuha about the Windward Planning Commission's <br /> negative recommendation. Director Kanuha said this was due to a negative recommendation by a vote of <br /> three ayes, two noes. <br /> Mr. Dru Kanuha said he would support the bill, and that he was uncertain why commission members <br /> voted against it. <br /> Both Mr. Kanuha and Ms. Poindexter cited Mr. Onishi's comments as a reason to vote in favor of the <br /> bill. <br /> Director Kanuha noted also that during the commission meeting, there was testimony both in opposition <br /> to and in favor of the change of zone, but the record shows there was no reason given by those in <br /> opposition. <br /> PC Report No. 71 <br />
