RESOLUTION NO. 5 'S 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
COUNTY ECONOMIC OPPORTUNITY COUNCIL TO PURCHASE CITRIC ACID TO
HELP CONTROL COQUI FROGS IN COUNCIL DISTRICT 2.
WHEREAS, on the Big Island of Hawai`i, the Eleutherodactylus coqui, or coqui frog,
persists in high numbers, especially at the lower elevations on the East side, and continues to
cause many areas of Hilo to be inundated with the incessant night-time chirping; and
WHEREAS, the coqui frog remains a constant threat to Hawai`i's island ecosystem
because of its voracious appetite that puts our unique insects and spiders at risk; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, the Hawai`i County Economic Opportunity Council (HCEOC) is a
501(c)(3) nonprofit organization that has assisted the County in its effort to control the coqui
frog infestation; and
WHEREAS, Contingency Relief funds from Council District 2 will be appropriated to
the Department of Research and Development to provide a grant to the Hawai`i County
Economic Opportunity Council to purchase citric acid to help control the coqui frog infestation
in Council District 2; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
