RESOLUTION NO. 579 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
COUNTY ECONOMIC OPPORTUNITY COUNCIL TO ASSIST WITH CITRIC ACID
VOUCHERS FOR COQUI FROG CONTROL.
WHEREAS, the Hawai`i County Economic Opportunity Council (HCEOC) is a
501(c)(3) nonprofit organization that has been partnering with the Department of Research and
Development to offer discounted bags of citric acid to control coqui frog infestations; and
WHEREAS, the coqui frog, Eleutherodactylus coqui, is an invasive species that has
become established on Hawai`i Island; and
WHEREAS, severe infestations of the frog pose a threat to native insects, agricultural
exporters, and quiet evenings; and
WHEREAS, HCEOC has requested assistance to fund additional vouchers for coqui frog
control; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 4 will be appropriated to
the Department of Research and Development to provide a grant to HCEOC to assist with citric
acid vouchers for coqui frog control; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
