Re: Resolution for multi-year subscription agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year
for a new multi-year subscription agreement with Thomson Reuters for Westlaw Next
online legal research service. The Office of the Prosecuting Attorney has been offered a
multi-year subscription rate, which represents a significant annual cost savings over
single-year subscription rates. This service has been utilized to reduce their book
subscriptions and the costs of legal research.
The Office of the Prosecuting Attorney requests that this resolution be waived from the
Finance Committee and be placed on the August 17, 2016 Council agenda in order to
take advantage of the rate being offered for a limited time.

A. REQUEST:
To enter into a multi -year agreement for five (5) years with Thomson Reuters which is the Legal research
application that the Prosecutor's office uses.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
We would like to request the authorization of payment of funds for more than one fiscal year for the purchase
of use of the Thomson Reuters legal research application "WestLaw". Previously we have entered into a
three year agreement. Having an agreement for five years will alllow the County to agree to a "locked-in" rate
increase of only 2% per year. Without a multi-year agreement the County would be charged a 7% increase
per year. We will continue to need these services. The cumulative savings over the five year span will be
$23,670.48.

RE: Resolution No. 589-16 : RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS
OF A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR
SUBSCRIPTION AGREEMENT WITH THOMPSON REUTERS FOR WESTLAW NEXT.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
