This is my written testimony. Although, Alii Palm Bill # 216 is a smart project and will generate $$$ taxes for our government, and work, Kona does not have the roads to support us in case an emergency situation. Therefore, I strongly Oppose of9 y f � 9 y pp it, and have deep concerns, as my grandchildren live adjacent to this project. God only knows if they are killed because they are stuck in traffic, unable to escape in a Tsunami, or earthquake!! Kahakai school is also right around the corner from this project, off of Royal Poinciana drive. Bill #216 condition "V"AN EMERGENCY RESPONSE PLAN SHALL BE SUBMITTED TO THE HAWAII COUNTY CIVIL DEFENSE AGENCY FOR REVIEW AND APPROVAL PRIOR TO RECEIPT OF FINAL SUBDIVISION APPROVAL. (THIS BEING REMOVED DOES NOT INSURE THE PUBLIC SAFETY AND SHOULD BE LEFT IN AS A CONDITION) Bill #216 is Section 2. The developer paid for the traffic study, confirmed by Ronald Thiel of the county traffic division, at the last hearing. g Therefore, I asked for the copy. It read, compounded annual increase of 4% between 2020 and 2035 along Alii Drive, per Hawai'I long range land transportation plan. And future, this anticipated development in the area will add local traffic to Ali'I drive. This project will have 555 daily trip generation through the projects driveway. 2013, average daily traffic along Ali'I Drive in the project area was 11,70o vehicles per day based on Hawai'I Department of Transportation, Historical Traffic Station Maps. I called Ron he said he never said"All of Alii drive" traffic has gone down., and made it clear he referred only between" Lunapule Rd. and Royal Poinciana". I said somehow everyone is on this thought all of Alii Drive and they trust his expertise., again he said he never said that. He said he believes it may have, but has no data. I mentioned to clarify if the March 28, 2016 studies, Kahului- Keauhou Parkway and Lako was included in the future study, and he said "Yes because its based on assumption", (I feel it should not be included because the Alii highway/ 4 lanes, will never happen). Otherwise, the study would be " D" or worse. But, the 2 study also read the Kona Community Development Plan(COH, September 2008 ) also included Kahului- Keauhou Parkway and Lako, therefore the March 2016 study did include it in the current study. So, the county should not continue to use this in the process of permitting of the present and future until such time its up and open. I'm not an expert so I need clarification, Ron said he has a hard time with this and he works here. I said for what ever reasons the newspaper and his statement at the hearing, the County Council and the Leeward Commissioners believe all of Alii drive traffic has gone down. So, I have a hard time other wise convincing them because its his words against mine. Again, he said he did not say that. I said yes I agree the study does show it went down but not all of Ali'I Drive. The main reason are for the added stop signs and addition of La'aloa Road opened a connector from Ali'I Drive to Kuakini Hwy (up until then there were none from Royal Poinciana to Kam III hwy). ( less 196 vehicles AM, less 138 vehicle PM for Lunapule Rd.) 1. 2003 there was "No stop sign" 2. 2009 there were stop signs 3. 2015 La'aloa Rd opened In summary, the study reads, installation of a traffic signal will need to be considered at Ali'I drive and Lunapule by the year 2025, and Royal Poinciana Drive by the year 2035 to account for the anticipated growth in traffic by the surrounding areas. THIS CLEARLY INDICATES TRAFFIC GOING UP NOT DOWN. All along Ali'I drive is in a Tsunami Zone, and also Earthquakes. It took 45 minutes to move one mile. Thank goodness the Tsunami never hit. Many would have possibly died. Right now, the projects asking to be approved were processed in the early 2000's. The zoning/rezoning/permitting all relied on both Ali'I Highway of 4 lanes, and the extension of Lako Road. So did the Kona Community Development Plans of 2008. But, its been delayed for years now, so should be these projects. Why should the public's safety be at risk. The roads should be built before anymore subdivison. No assumptions anymore, this should be a lesson moving forward. Safety for the Public is first! Roads before buildings. At this hearing July 19,2016 Council chair and Presiding Officer Dru Kanuha who's district this is in, stated this "Looking at the bigger picture, it might be a GUINEA PIG of situation", then proceeded to approve Ali'I Palm project". This statement is very disturbing! I wrote an email to Dru on this, and had absolutely no response. Also, July 21, 2016 at the Royal Alii project near Lymans for 19 units, Planning director Duane Kanuha was under oath stated "Ali'I Drive was not designed to support the expected traffic load of all entitled projects that may come online, saying at some point, a hard look at the alternative would be necessary ". So, with that being said, "Hard Look" when we are all stuck in traffic bumper to bumper, dead in an 5 Earthquake/Tsunami, or all at once. Being in a "Guinea Pig Situation"! I PRAY to AKUA, all of you COUNTY COUNCIL make a decision that is PONO. For the SAFETY of the PUBLIC, NOT FOR zoning rights, and $$$.
