HFIA would ask to be added to this task force to be given the opportunity to provide a voice to our membership. We would also suggest adding other businesses and industry groups, which would be directly impacted by any decisions to come out of this task force. We believe that the task force should delete references to the Zero Waste Implementation Plan of 2009 as this plan is not an official County of Hawaii plan document. All references to the Zero Waste Implementation Plan should be replaced with the official County document, which is the County of Hawaii Integrated Resources and Solid Waste Management Plan (IRSWMP) Update of December 2009. Per the executive summary of the IRSWMP update of December 2009, the Solid Waste Advisory Committee considered the recommendations of the Hawaii Zero Waste Implementation Plan during the development of their official plan. A stakeholder taskforce should research the most economically and environmentally viable solution for waste management, taking into consideration factors unique to Hawaii County. We would respectfully ask that the fourth whereas be deleted as there is no mention of requiring retailer and producer take-back of non-recyclable, non-reusable or non-compostable products and packaging in the official IRSWMP and this practice would be a grave public safety concern. Mixing garbage with food causes illness and rodent infestation. We would also respectfully ask that whereas six be deleted as it also references take-back. All products sold meet federal requirements and are therefore are not hazardous. It would be hazardous for retailers to take trash and have to store it next to food to be consumed. To further inform the discussion in this resolution about how Europe handles plastic we have attached waste management data for your review.
