RESOLUTION NO. 593 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE COVO
FOUNDATION FOR EXPENSES RELATING TO THE 2016 FILIPINO AMERICAN
HERITAGE MONTH CELEBRATION.
WHEREAS, the COVO Foundation is a 501(c)(3) nonprofit organization that preserves
Filipino cultural traditions and promotes the socio-economic and educational development of
Filipinos in Hawai`i; and
WHEREAS, in 2009, Congress officially recognized October as Filipino American
History month, also known as Filipino American Heritage Month, in recognition of the rich
cultural heritage of immigrants from the Philippines that continues to be celebrated by their
descendants; and
WHEREAS, as part of the celebration to commemorate the 2016 Filipino American
Heritage Month, the Barrio Fiesta will be held October 8 at the University of Hawai`i at Hilo
campus; and
WHEREAS, other events will feature an academic forum, a public film showing, and a
merienda(gathering) that will recognize Filipino community leaders and their contributions to
the community; and
WHEREAS, the COVO Foundation is requesting funds to be used for supplies, prizes,
security, food, and film licensing costs for the 2016 Filipino American Heritage Month
celebration; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 4 will be appropriated to
the Department of Research and Development to provide a grant to the COVO Foundation for
expenses relating to the 2016 Filipino American Heritage Month celebration in Hilo; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
