RESOLUTION NO. 594 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE COVO
FOUNDATION FOR EXPENSES RELATING TO THE 2016 FILIPINO AMERICAN
HERITAGE MONTH CELEBRATION AND BARRIO FIESTA.
WHEREAS, the COVO Foundation (Congress of Visayan Organizations Foundation) is
a 501(c)(3) nonprofit organization that preserves Filipino cultural traditions and promotes the
socio-economic and educational development of Filipinos in Hawai`i, particularly those who are
of Visayan origin; and
WHEREAS, in 2009, the 111th Congress passed House Resolution 780 to officially
recognize October as Filipino American History Month, which provides an opportunity for all
people in the United States to appreciate and learn more about Filipino Americans, their culture,
and their historic contributions to the Nation; and
WHEREAS, Filipino American History Month is also known as Filipino American
Heritage Month (FAHM), and the 2016 FAHM celebration and Barrio Fiesta is scheduled for the
month of October at the University of Hawai`i at Hilo campus; and
WHEREAS, the COVO Foundation is requesting funds to be used for prizes, security,
food, film licensing, and Barrio Fiesta supplies; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 1 will be appropriated to
the Department of Research and Development to provide a grant to the COVO Foundation for
expenses relating to the 2016 FAHM celebration and Barrio Fiesta in Hilo; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
