Your Committee on Public Safety and Mass Transit,to which was referred Comm.No. 946,reports as follows:
Communication No. 946,transmitted by Mayor William P. Kenoi, dated July 14, 2016, requests review and
favorable recommendation of the nomination of Mr. Wayne DeLuz of Council District 4 to the County of Hawai`i
Police Commission.
After the close of public testimony, Deputy County Clerk, Jon Henricks, read Comm.No. 946 into the record,
preceding a motion made by Ms. Poindexter and seconded by Ms. David to approve the nomination. Executive
Assistant to Mayor Kenoi,Ms. Charmaine Shigemura, introduced and provided background information on
Mr. Wayne DeLuz, expressed the Mayor's support,and requested Council's favorable action of this appointment.
Mr. Wayne DeLuz is a 50-year old resident of Hawaii. He is the owner of Big Island Motors dba Hilo-Kona
Mazda Subaru Hyundai. Mr. DeLuz is a former Hawai`i Island United Way board member and past president of
KIAA. He is a member of the Hawaii Auto Dealers Association. He states that he is not affiliated with any
political party. If confirmed, Mr. DeLuz will serve a vacant term to end on December 31, 2019.
Mr. DeLuz appeared in front of Your Committee in the Hilo Council Chambers, with an opening statement
expressing gratitude for his nomination and honor to serve on the Police Commission. Mr. DeLuz states he now
has more time to commit to serve officers in the Police Department and the citizens of Hawai`i.
During discussion, Mr. Onishi supported the nomination and commended Mr. DeLuz for volunteering with his
busy schedule. The remaining Committee Members shared the same sentiment. Your Committee agreed that
Mr. DeLuz is not required to appear at final confirmation before the full Council,but was extended the invitation
to attend if so desired.
Your Committee on Public Safety and Mass Transit is in accord with the purpose and intent of Communication
No. 946, and recommends confirmation of the appointment of Mr. Wayne DeLuz to the County of Hawai`i Police
Commission.
