Your Committee on Public Safety and Mass Transit, to which was referred Comm. No. 949, reports as follows:
Communication No. 949, transmitted by Mayor William P. Kenoi, dated July 14, 2016, requests review and
favorable recommendation of the nomination of Ms. Kirstin Kahaloa of Council District 7 to the County of
Hawaii Liquor Commission.
After the close of public testimony, Deputy County Clerk, Jon Henricks, read Comm. No. 949 into the record,
preceding a motion made by Mr. Kanuha and seconded by Mr. Onishi to approve the nomination. Executive
Assistant to Mayor Kenoi, Ms. Charmaine Shigemura, introduced and provided background information on
Nominee Kahaloa, expressed the Mayor's support, and requested Council's favorable action of this appointment.
Ms. Kirstin Kahaloa is Executive Director of the Kona-Kohala Chamber of Commerce. Ms. Kahaloa is the
water polo coach at Hilo High School. She is a past Board Chair and Trainer Corps Trainer of the Association
of International Educators. Ms. Kahaloa also volunteered with the United Way of St. Louis. She states that she
is not affiliated with any political party. If confirmed, Ms. Kahaloa will serve a vacant term to end on
December 31, 2020.
Ms. Kahaloa appeared in front of Your Committee, via videoconferencing from Kona, with an opening statement
expressing gratitude for her nomination. During discussion, Your Committee expressed appreciation to
Ms. Kahaloa for her willingness to volunteer with such a complex schedule already. Mr. Chung commended
Ms. Kahaloa for her commitment as the Hilo High School Water Polo Coach, while residing in Kona. Mr. Chung
continued to mention his affiliation with Hilo High has nothing to do with his support of Ms. Kahaloa, but
emphasized how her actions speaks of her virtuous character. Your Committee agreed that Ms. Kahaloa is not
required to appear at final confirmation before the full Council, but was extended the invitation to attend if so
desired.
Your Committee on Public Safety and Mass Transit is in accord with the purpose and intent of Communication
No. 949, and recommends confirmation of the appointment of Ms. Kirstin Kahaloa to the County of Hawaii
Liquor Commission.
