Your Committee on Finance, to which was referred Communication No. 951, reports as follows:
Communication No. 951, transmitted by Mayor William P. Kenoi dated July 14, 2016,
nominates Mrs. Florence K. Ikeda, of Council District 2 to the Hawaii County Salary
Commission.
Charmaine Shigemura, Executive Assistant to Mayor Kenoi, came forward and provided
background information on Nominee Ikeda. Ms. Shigemura explained that Nominee Ikeda is
out-of-state, and therefore not present for introduction; however, she requested Council's
favorable action of this appointment. If confirmed, Ms. Ikeda would fill a vacant term that will
expire on December 31, 2020, and that she is affiliated with the Democratic Party.
Several Council Members spoke in favor of Mrs. Ikeda's nomination based upon her merits, with
the exclusion of Ms. Wille, due to the nominee not being present. Mr. Ilagan spoke in support of
moving this forward and having the nominee come before full Council.
Pursuant to Section 13-28 of the Hawaii County Charter, there shall be a salary commission,
which shall consist of nine members, appointed by the mayor with the approval of the council.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 951,
and recommends confirmation of the appointment of Mrs. Florence K. Ikeda to the Hawaii
County Salary Commission.
