Subject: Ordinance to Amend Chapter 18, Article 4, Section 18-90 of the Hawai`i County
Code 1983 (2005 Edition, as amended)relating to Hele-On bus fares.
Attached for your review is a bill to amend Chapter 18, Article 4, Section 18-90 of the Hawai`i
County Code 1983 (2005 Edition, as amended) relating to Hele-On bus fares. Also included is
form#B-52.
Your approval is requested to waive this bill from the appropriate Committee and be placed on
the earliest possible Council agenda.

A. REQUEST:
To amend Chapter 18, Article 4, of the Hawai'i County Code 1983 (2005 Edition, as amended), relating to
Public Transit System, Island Wide Fare Structure.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The amendment of this article will add Paratransit Services fares of$4.00 per ride on the Hele-On Kako'o
Paratransit system. The $4.00 fare per ride will be for all individuals who uses the program. According to
Federal Transit Administration, Section 37.131(c), the fare for a trip charged to an ADA paratranist eligible
user of the complementary paratransit service shall not exceed twice the fare that would be charged to an
individual paying full fare (i.e. without regard to discounts). The current bus full bus fare is $2. Due to the
significant cost of operating paratransit services, $75.00/hour in Hilo and $80.00/hour in Kona, the Mass
Transit Agency recommends the $4 fare.
In addition, we are requesting to waive this bill from the Committee on Finance and proceed directly to
Council.
This will allow the amendment to begin September 1, 2016, if possible.
