RESOLUTION NO. 608 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
ISLAND HIV/AIDS FOUNDATION FOR EXPENSES RELATED TO IMPROVING ITS
SERVICES IN WEST HAWAII.
WHEREAS, human immunodeficiency virus (HIV) causes acquired immune deficiency
syndrome (AIDS), an infection that attacks the human immune system; and
WHEREAS, the Hawai`i Island HIV/AIDS Foundation (HIHAF) is a 501(c)(3)
nonprofit organization dedicated to assisting those affected by HIV/AIDS to maximize their
quality of life and to ending the spread of HIV through multiple prevention modalities including
HIV testing, syringe access services, education, and outreach; and
WHEREAS, HIHAF is the only HIV/AIDS service organization serving the Big Island
and currently provides services to approximately 260 HIV clients in Hawai`i County; and
WHEREAS, HIHAF is requesting funds to pay for expenses for two employees to attend
a phlebotomy certification training course in Hilo; and
WHEREAS, upon completion of the certification course, hepatitis B testing would be
provided in West Hawai`i in compliance with current regulations requiring that phlebotomy
techinicians be certified; and
WHEREAS, HIHAF needs funds to assist with fees and costs to obtain the necessary
supplies to provide this much-needed service in West Hawai`i, eliminating the need for patients
to travel to Hilo for hepatitis B testing; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 6 will be appropriated to
the Department of Research and Development to provide a grant to the Hawai`i Island
HIV/AIDS Foundation for expenses related to improving its services in West Hawai`i; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
