RE: Resolution No. 592 16, Postpone Rezoning Applications until Hamakua Community
Development Plan adopted
Aloha Chairperson Ilagan and Members of the County Planning Committee:
Mahalo for this opportunity to provide public testimony. I am Brad Kurokawa, a Honomu
resident. I would like to provide testimony in support of Councilmember Poindexter's Resolution
592 16 to postpone rezoning applications in the Hamakua district until the Hamakua Community
Development Plan is adopted by ordinance or until June 30, 2017, whichever shall occur first.
While I testify as a private individual I share from a diverse background as a practicing licensed
landscape architect, former deputy Planning director, current chair of the Hamakua Community
Development Steering committee and mostly as a concerned community advocate.
The reason for my support is simple. Support of Resolution 592 16 demonstrates the County's
commitment to the Community Development planning effort and the County General Plan
update currently underway. Since the anticipated Hamakua CDP adoption is not too far off it
should not be too much of hardship for applicants to wait until the CDP is officially adopted.
Additionally, the draft Hamakua CDP is significantly calibrating land use designations to fit with
actual conditions. Land use changes that alter the character and complexion of our community
should be subject to the broad vision embraced by these County's community engagement
processes.
