My name is Nelson Ho. I am submitting this testimony as one of many who spoke in favor of Bill 140 (ban the use of Styrofoam for food containers, as of July 2018). I again ask this Council to curb the use of polystyrene foam/Styrofoam. Bill 140 had great public, business and science-based support with about 50 folks testifying in person in support, and one in-person testifier, a packaging distributor from Honolulu, in opposition. Resolution# 565 Draft 2 will delay the implementation of the County's Zero Waste policies set in place by previous councils. It is a blatant attempt to take control of the issue and cripple it, out of sight of the public with a very biased and distorted task force. Resolution 565 Draft 2 continues to push for a task force to be headed up by two council members who opposed Bill 140 (Paleka and Kanuha). The only way this measure (and its task force) should survive, is if the amendments of Communication 944.14 are incorporated to transform the task force into a positive force that would align with the objectives in Bill 140. Otherwise this measure should be defeated outright. Mayor Harry Kim can act faster with his incoming administration,than this fake task force set up in Reso 565 Draft 2. Mahalo.
