Resolution No. 565-16 Draft 2: "A Resolution to Establish A Hawaii Island Packaging Sustainability
Initiative (HIPSI) Stakeholders Task Force."
Testimony By: Dexter Yamada, Robert Kline
Position: Support with Reservations
Chair Kanuha, and Members of the Hawaii County Council:
I am Dexter Yamada, President of KYD Inc, doing business as K Yamada Distributors. Robert Kline is KYD's
Senior Account Executive. Our company is a locally founded, family run business in Kalihi. KYD, Inc. began in
the 1940's as a florist and a supplier of florist supplies. In 1958 we evolved into the packaging company we
are today and later expanded into a distributor of many other fine products. KYD, Inc and its sister company,
Hawaii Foam Products, LLC provide jobs to about 90— 100 men and women and contribute much to Hawaii's
economy in the form of payroll and taxes.
We recognize that we are an Oahu-based company and therefore appreciate inclusion in the proposed HIPSI
Stakeholders Task Force. We remain concerned about the underlying intent to ban polystyrene foam (PS
foam) containers through a different process. The intended goal of the HIPSI Stakeholder Task Force must be
clarified. If it is to reduce landfills, then Hu Honua and BioEnergy Hawaii, private sector alternative energy
projects, must be included as stakeholders.
Nonetheless, support with reservations is expressed because Reso 565-16 Draft 2 appears to seek out fact-
based information through the Task Force composition of federal, state and county representatives as well as
business, environmental organizations. A close look at the life-cycle of packaging and a balanced discussion
about the practicality, environmental impact and feasibility of solutions for County government and
businesses is critical.
We strongly recommend that a skilled facilitator be used to assist the Task Force in accomplishing its
deliverables. The stated Task Force deliverables and recommended language are:
1) Shall identify solutions addressing the production, cost factors,adistribution, and functionality of
environmental friendly products and packaging to improve and reduce product and packaging waste from
entering our ocean as its been proven to be detrimental to marine life; and
la) Shall examine regression in packaging protection of environmental friendly products and other packaging
products impact on spreading pathogens and health risks in Hawaii's hot and humid climate; and
2) Shall identify solutions addressing recyclability and environmental sustainability concerns; and
3) Shall identify safety performance measures of retailers' and producers' products and packaging; and
4) Shall identify strategies to increase economic opportunity and business development; and
5) Shall identify superior production and labeling methods and techniques with the goal of reducing depletion
of viable resources; and
6) Shall address concerns and identify solutions to waste recovery and liter management; to include current
and future end of life results for environmentally friendly and other packaging materials.
