Re: Resolution 565-16, Draft 3, establishes a Hawai'i Island Packaging Sustainability Initiative
(HIPSI) Stakeholders Task Force

Position: Oppose Draft 3
The Hawaii Food Industry Association is comprised of two hundred member companies
representing retailers, suppliers, producers, and distributors of food and beverage related
products in the State of Hawaii.
If there is to be a stakeholder taskforce, the purpose should be to research the most
economically and environmentally viable solution for waste management, taking into
consideration factors unique to Hawaii County. The outcome of the taskforce should not
already be outlined and solidified in the "whereas" components of the resolution. Members of
the taskforce should not be heavily weighted on one side of the issues to be discussed.
Adding in language specifically saying that the propose of the taskforce is to ban one
particular type of food packaging nullifies the purpose of having a taskforce in the first place.
This draft will not address any factors relating to the environmental and economic impact of
other types of products. Factors to be investigated include but are not limited to; the
environmental impact and total carbon footprint of shipping recyclable items across the pacific
ocean, the true cost of recycling products on island to taxpayers, consumers and businesses,
the current lack of a commercial composting facilities to take compostable products, the cost of
collecting, sorting and shipping recyclable products to the mainland vs. the price the County of
Hawaii is paid for these materials, the long term likelihood that the price of oil will increase thus
increasing the favorability of developing a waste to energy facility in the county,the amount of
money the county could save from not shipping plastics to the mainland and instead turning
that waste into energy that can power homes, and the economic impact on our local
consumers, businesses and suppliers should they be asked to foot the bill for recycling and
composting products. Issues relating to how products are recycled, composed, or turned into
energy should be handled as part of the broader strategy of the County's waste management,
not determined by a group that is biased towards one particular outcome.
Honolulu Magazine recently researched the environmental cost of recycling in Hawaii vs. Waste
to Energy. I have attached that article for your review. We should all work together towards a
future where our local businesses can thrive, our consumer can afford to purchase food, and
our waste and reuse programs operate in the most cost effective manner.
