As you know, Section 10-11 of the Charter requires that the Council must approve every contract
or lease extending beyond the current fiscal year. The copying machines at the Machine Room
have been subjected to very heavy usage and frequent breakdowns have occurred. We, therefore,
would like to secure the option to lease a new model to replace our smaller machine. The most
advantageous option to procure this machine would be through afour-year lease program (see
attached).
Accordingly, we are sending you the attached draft for a resolution, and requesting the
consideration of the Council in granting the necessary approval.

Subject: Attached Resolution
Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written approval is submitted in regards to Resolution No. ~,~-99 authorizing the
payment of funds of a later Fiscal Year and of more than one Fiscal Year for amulti-year lease
for a copy machine, waiving said referral from the Committee on Finance so that appropriate
action can be taken by the Council.
In reviewing the contents of the referral, it is deemed advisable that this waiver be granted.
