RE: Resolution No. 53616, Hakalau Point Negotiations
Aloha Chairperson Eoff and Members of the County Finance Committee:
Mahalo for this opportunity to provide public testimony. Mahalo and Aloha to Councilmember Poindexter
for authoring the resolution and listening to our community. I am Brad Kurokawa, a Honomu resident. I
would like to provide testimony in support of Councilmember Po'i'ndexter's Resolution 53616 to authorize
the Finance director to enter negotiations for the Hakalau Point properties using PONC funds.While I
testify as a private individual I share from a diverse background as a practicing licensed landscape
architect, former deputy Planning director, current chair of the Hamakua Community Development
Steering committee and mostly as a concerned community advocate. I do not represent the Hamakua
CDP steering committee but I do believe I have a good feel for the desires of the broader Hamakua-North
&South Hilo coast region and specifically the Hakalau/Wailea community.
The Hakalau Point property is a one of a kind site. Hakalau Point is breathtakingly beautiful scenic view
point with an amazing rich, diverse cultural history. It is a link, a'touchstone'to our community's past
heritage and the community is united in desiring that it not be developed for residential or industrial
development. Let us support clearly mandated federal, state, county policies and our community's values
to protect unique cultural, historic, scenic, and environmentally sensitive sites from development. Instead
we envision Hakalau Point rebirthed as a memorial park where residents and visitors alike can relax,
recreate, enjoy the scenic views and at the same time celebrate and honor our community's rich
plantation heritage by raising awareness through interpretive education.We envision a park cared for by
our community for all to enjoy in perpetuity.
Please see the attached drawings for a draft idea of what we are thinking about for the park. If this
community initiated process is furthered by your support today we plan to engage our community in a
design charrette or workshop where we will come to consensus on the park's design. Our community has
formed a non-profit organization to support the park's creation and operations. It is our hope that Mr.
Shropshire, the property's owner will join us in what could be a win-win effort. This is grassroots
community engagement at its best. We humbly ask you to please assist us in this endeavor.
