Subject: Testimony on Resolution 565-16.
TESTIMONY IN OPPOSITION TO Res 565-16: "A Resolution to Establish a Hawaii Island Packaging Sustainability
Initiative (HIPS!) Stakeholders Task Force"
My name is Nelson Ho. I am a volunteer leader with the Sierra Club, but am submitting this testimony as an
individual.
This Resolution is a cynical, transparent campaign ploy attempting to fool voters who wanted this island and its
elected officials to be responsive to environmental health and our Solid Waste Management plans.
Danny Paleka, Dru Kanuha and Greggor Illagan are Too late, with Too Little to offer.
This task force is still kicking the can down the road.
WE NEED ACTION, NOT ANOTHER FAKE TASK FORCE MADE UP OF PEOPLE WHO VOTED BILL 140 DOWN.
Get this polluting polystyrene based products out of the ocean.
Get this petrochemicals out of our food chain.
Get these unnecessary, bulky containers out from out of our landfills.
Get this contaminate out of our recycled food waste stream so they can be made into value added products from our
County, For our County.
There appears a Disingenuous argument of timing in the resolution. The session ends Dec. 5, 2016 with the
swearing in of the NEXT COUNCIL. Task force schedule is shoehorned in to meet the Nov. 8 election deadline,
which is ridiculously short, unless they just want to take this issue out of the light of day. Half of those mentioned as
task force members may be out of a job come Dec. 5.
Danny Paleka is fearful that his original reversal of campaign promises made in 2014 and council bad vote against
Bill 140 will defeat him in the voting booth. HE IS RIGHT.
This resolution should go to the Environmental Management Commission for discussion as well before any vote by
the council (as it is legislation related to environmental management issues). The EMC supported Bill 140. though I
know it has not met the past couple months because our lame duck mayor does not fill the vacant seats.
