RESOLUTION NO. 6 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HILO HIGH
SCHOOL FOUNDATION FOR THE 2016 HILO HIGH SCHOOL KEY CLUB'S
STUDENT EXCHANGE WITH OUR SISTER-CITY, SUMOTO CITY, JAPAN.
WHEREAS, the sister-city relationship between the County of Hawai`i and Sumoto
City, Japan, was established by Resolution No. 282-00, Draft 2, which was adopted by the
Council on August 9, 2000; and
WHEREAS, the Hilo High School Key Club Student Exchange Program promotes
mutual cultural, educational, and societal exchange between students, faculty, host families,
friends, dignitaries, staff, and other community members in Hilo and Sumoto City; and
WHEREAS, the Hilo High School Key Club's student exchange will take place this year
in our sister-city, Sumoto City; and
WHEREAS, the Hilo High School Foundation is a 501(c)(3) nonprofit organization that
assists Hilo High School with programs and activities that are drug- and alcohol-free which
benefit its students, including the Hilo High School Key Club Student Exchange Program; and
WHEREAS, one of the Department of Liquor Control's goals is to support youth
programs that promote alcohol- and drug-free events, such as the student exchange program at
Hilo High School; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 2 will be appropriated to the
Department of Liquor Control to provide a grant to the Hilo High School Foundation for the
purchase of omiyage and other related items for the 2016 Hilo High School Key Club's student
exchange with Sumoto City, Japan; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and the Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
