RESOLUTION NO. 630 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH
EXPENSES FOR TRAINING RESIDENTS ON USING PESTICIDE TREATMENTS
FOR LITTLE FIRE ANTS.
WHEREAS, the Big Island Resource Conservation and Development Council (BIRCD)
is a 501(c)(3) nonprofit organization whose purpose is to assist the people of the Big Island with
becoming sustainable while caring for and appreciating the natural environment, as well as
enriching our communities; and
WHEREAS, BIRCD is partnering with the Big Island Invasive Species Committee
(BIISC), which is a community-based project of the University of Hawai`i Pacific Cooperative
Studies Unit, in order to assist with expenses for educating and training communities to detect,
control, and prevent the spread of invasive species island-wide; and
WHEREAS, Resolution No. 519-16, adopted by the County Council on May 4, 2016,
enabled the County of Hawai`i to receive grant funds from the State of Hawai`i Department of
Land and Natural Resources to create a Little Fire Ant (LFA) Pesticide Treatment Voucher
Program to reduce, control, and eradicate LFA on Hawai`i Island; and
WHEREAS, BIRCD is requesting funds to provide BIISC's LFA control program with
supplies, materials, and other expenses for required pesticide-treatment trainings that will qualify
residents to participate in the County's LFA Pesticide Treatment Voucher Program; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 6 will be appropriated to
the Department of Research and Development to provide a grant to BIRCD to assist BIISC with
expenses related to training residents on pesticide use to enable their participation in the
County's LFA Pesticide Treatment Voucher Program; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
