RESOLUTION NO. 632 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR EXPENSES
RELATED TO TRAINING ON PESTICIDE TREATMENTS FOR THE LITTLE FIRE
ANT.
WHEREAS, the Big Island Resource Conservation and Development Council (BIRCD)
is a 501(c)(3) nonprofit organization whose mission is to assist Big Island residents in achieving
sustainable development while caring for their natural environment to ensure sustainability,
economic opportunities, enriched communities, and better lives; and
WHEREAS, to support the efforts to control little fire ants (LFA), BIRCD will partner
with the Big Island Invasive Species Committee (BIISC), which is a project of the University of
Hawai`i Pacific Cooperative Studies Unit that is working to address invasive species on Hawai`i
Island; and
WHEREAS, Resolution No. 519-16, adopted by the County Council on May 4, 2016,
enabled the County of Hawai`i to receive grant funds from the State of Hawai`i Department of
Land and Natural Resources to create a LFA Pesticide Treatment Voucher Program to reduce,
control, and eradicate LFA on Hawai`i Island; and
WHEREAS, BIRCD is requesting funds to assist BIISC's LFA control program with
purchasing materials and supplies for community training on pesticide use to help residents
qualify for participation in the County's LFA Pesticide Treatment Voucher Program; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 9 will be appropriated to
the Department of Research and Development to provide a grant to BIRCD to assist BIISC with
purchasing materials and supplies related to LFA pesticide training; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
