The Secretary's Minutes of [he Executive Committee of January 2Q, 1999 were approved and placed on file (Attached for information). The Treasurer reports for the months of December 1998 and January 1999 were approved and placed on file (Attached for information). Under NACo Reports, it was reported that NACo's concerns about Hawaii being a possible conference site have been addressed and mitigated to where the island of Oahu is still being considered as a conference site for 2005. Under Unfinished Business, the Executive Committee, fmding favorable reports from each of the four counties, approved an HSAC position relating to Supporting Collaborative Partnerships Between the College of Tropical Agriculture and Human Resources (CTAHR) and the Counties and approved for inclusion into the 1999 HSAC Legislative package, an HSAC position to make permanent the counties' limitation on liability from lawsuits relating to ocean recreation. Under New Business, it was requested that the counties review and consider for adoption, [he proposed HSAC Budge[ for FY 1999-2000. The budget mirrors our current budget with the exception of a 2.8% increase in NACo Dues. (Attached for information, Action Requested). Finally under New Business, counties were reminded that pursuant to the HSAC By Laws, each county needs to appoint one of its members to serve as an officer of HSAC for the yeaz commencing July 1, 1999 by Aptil l5, 1999. A memorandum on this matter is attached. It is requested that the Hawaii County Council, appoint one of its members [o serve as an officer of HSAC for the term commencing July 1, 1999. Further, it is requested that an alternate be also appointed. (Attached for information, Action Requested). NACo Reports President Manstio noted that the City and County of Honolulu is _ ______hoping.tq. secure.the bid to host the NACo Annual Conference in 2005. Secretary Nakamura indicated that he expels a decision to be made by the start of the upcoming NACo Legislative Conference. Secretary Nakamura requested that interviews with the various nominees for the NACo Second voe-President position be scheduled while the Hawaii contingent is in Washington, D.C. for the NACo Legislative Conference. Secretary Nakamura also requested that the member counties provide items that could be induded in the gift baskets that HSAC will distribute. V. UNFINISHED BUSINESS A. Support for NACo's Position Opposing Federal Preemption of Local Zoning Authority over Satellite Broadcast on Cellular Phone Antennas The purpose of this item is to act on a resolution supporting NACo's position opposing federal preemption of local zoning authority over satellite broadcast on cellular phone antennas. The Exeartive Committee approved the proposal. B. Support for the Proposed Amendment to the Internet Tax Freedom Ad The purpose of this item is to ad on a resolution supporting NACo's endorsement of the proposed amendment to the Internet Tax Freedom Act The Executive Committee approved the proposal. C. Support for the 1999 HSAC Legislative Program Policy Statement The purpose of this item is to ad on a resolution to approve the 1999 HSAC Legislative Program Policy Statemen. In preparing this next year's balanced budget, I have incorporated the following assumptions and changes: 1. Interest Income projection same as last FY. 2. HSAC Dues will remain the same. 3.
