RESOLUTION NO. 636 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR A
COMMUNITY-BASED LITTLE FIRE ANT CONTROL PROGRAM.
WHEREAS, the residents of Council District 1 are in need of help to combat the little
fire ants (LFA), which are having a negative impact on Hawaii Island's economy, environment,
and quality of life; and
WHEREAS, the Big Island Resource Conservation and Development Council is a
501(c)(3) nonprofit organization whose mission is to accelerate the conservation, development,
and utilization of natural resources, improve the economic activity, and to enhance the
environment and standard of living in designated areas; and
WHEREAS, the Big Island Resource Conservation and Development Council will
partner with the Big Island Invasive Species Committee to set up a commuity-based LFA control
program to educate and train communities on controlling LFA through a variety of methods; and
WHEREAS, the Big Island Resource Conservation and Development Council is
requesting funds for materials and supplies to be used for training community groups in Puna,
South Hilo, North Hilo, and North Kona to work cooperatively to suppress the LFA population
in their communities; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 1 will be appropriated to
the Department of Research and Development to provide a grant to the Big Island Resource
Conservation and Development Council to establish a commuity-based LFA control program to
educate and train communities on controlling LFA; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
