RESOLUTION NO. 637 16 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND RESOURCE CONSERVATION & DEVELOPMENT COUNCIL TO ASSIST WITH EXPENSES RELATING TO THE BIG ISLAND INVASIVE SPECIES COMMITTEE'S COMMUNITY-BASED LITTLE FIRE ANT CONTROL PROGRAM IN PUNA. WHEREAS, Big Island Resource Conservation & Development Council (BIRCDC) is a 501(c)(3) nonprofit organization dedicated to assisting the people of the Big Island in achieving sustainable development while caring for and appreciating their natural environment to ensure broadened economic opportunities, enriched communities, and better lives; and WHEREAS, BIRCDC will partner with the Big Island Invasive Species Committee (BIISC) to set up an island wide, community-based little fire ant (LFA) control program to educate and train communities on controlling LFA with a variety of methods; and WHEREAS, this education and training program will be offered at no cost to up to 12 neighborhood groups in seven Council districts, including Council District 5, to control LFA on up to 240 acres in residential areas; and WHEREAS, to implement the community-based LFA program, funds were awarded to BIISC by the Hawai`i Invasive Species Council and the Hawai`i Tourism Authority in 2016 to defray costs of labor, transportation, communications, and other miscellaneous costs related to the LFA program; and WHEREAS, in collaboration with BIRCDC as a fiscal sponsor for their community- based LFA program, BIISC is seeking financial assistance to defray the cost of materials and supplies necessary to carry out the community trainings, which will include ant control supplies, growth regulator, toxicant bait, gel bait matrix ingredients, various containers, tools, and applicators for mixing and applying bait during training sessions; and WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; and WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to the Department of Research and Development to provide a grant to BIRCDC to assist with expenses relating to the BIISC's community-based LFA control program in Puna; now, therefore, BE IT RESOLVED BY THE COUNCIL OF TILE COUNTY OF HAWAII that the following amount is hereby transferred/appropriated as set forth below: FUND: General AMOUNT OF APPROPRIATION: $2,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC -Contingency Relief $2,000 CREDITED TO: 010.161.5161.22 Department of Research and Development $2.000 Agriculture R&D OCE 115 Misc. Contract Services (BIRCDC-BIISC's Community-Based LFA Program) BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Research and Development and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
