RESOLUTION NO. 640 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH
EXPENSES RELATING TO THE WAIMEA PANIOLO OHANA KEIKI PARADE.
WHEREAS, the Big Island Resource Conservation and Development Council (BIRCD)
is a 501(c)(3) nonprofit organization whose mission is to assist Big Island residents in achieving
sustainable development while caring for their natural environment; to ensure broadened
economic opportunities, enriched communities, and better lives; and
WHEREAS, BIRCD, supports the Waimea Paniolo Ohana Keiki Parade because it is a
drug-free and alcohol-free event that brings the community together in a positive way; and
WHEREAS, the Waimea Paniolo Ohana Keiki Parade, held on September 17, 2016,
highlighted the ranching community's paniolo heritage celebrating family and keiki traditions of
horsemanship, cultural stewardship, the arts and multi-ethnic food, and music; and
WHEREAS, the United States Naval Band of O`ahu participated in the Waimea Paniolo
Ohana Keiki Parade; and
WHEREAS, BIRCD is requesting funding assistance to defray the cost of ground
transportation for the United States Naval Band of O`ahu; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 9 will be appropriated to
the Department of Liquor Control to provide a grant to the Big Island Resource Conservation
and Development Council to assist with expenses relating to the Waimea Paniolo Ohana Keiki
Parade; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
