Re: Agreement with the University of Hawaii, Department of Atmospheric Sciences
The Hawai`i County Civil Defense Agency wishes to enter into an agreement with the
University of Hawai`i, Department of Atmospheric Sciences. The agreement is to
support the development of a comprehensive dispersion and plume modeling program to
improve upon hazard and risk assessment regarding potential future and past releases of
hydrogen sulfide from the Puna Geothermal Venture facility.
The Civil Defense Agency requests that this resolution be waived from the Finance
Committee and be placed on the September 21, 2016 Council agenda. If there are any
questions, please do not hesitate to call Edward Teixeira, of the Hawai`i County Civil
Defense Agency at 935-0031.

RE: RESOLUTION NO. 641-16 : A RESOLUTION AUTHORIZING THE OFFICE OF
THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNIVERSITY OF
HAWAII, DEPARTMENT OF ATMOSPHERIC SCIENCES
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Governmental Relations and Economic Development to the full
Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Governmental Relations and Economic
Development for placement on its future agenda.

A. REQUEST:
This is a request to enter into an agreement with the University of Hawai'i, Department of Atmospheric
Sciences to support the development of a comprehensive dispersion and plume modeling program to
improve upon hazard and risk assessment regarding potential future and past releases of hydrgen sulfide
(H2S) from the Puna Geothermal Venture (PGV) facility.
Please create a resolution to enter into an agreement.
Please waive Finance Committee and place on the September 21, 2016, Council Agenda
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This modeling effort is consistent with the recommendations of the Geothermal Health Working Group and
will serve as a tool to help update existing emergency response plans, inform the location of new, fixed
monitors to be installed in the community surrounding the PGV plant, and inform the proposed Puna Health
Study about the nature of public exposure in varying weather and release conditions.
