The agreement is to support the development of a comprehensive dispersion and plume modeling program to improve upon hazard and risk assessment regarding potential future and past releases of hydrogen sulfide from the Puna Geothermal Venture facility. The Civil Defense Agency requests that this resolution be waived from the Finance Committee and be placed on the September 21, 2016 Council agenda. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review.
