Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for a new multi-year agreement to purchase software and maintenance of a planning and
permitting system by the Department of Public Works. This system enables and
improves the service capability of all County departments with respect to Land Use and
the permitting process.
Time is of the essence to implement this program. The Department of Public Works
therefore requests that this resolution be waived from the Finance Committee and to
breach the September 1, 2016 submission deadline in order to be placed on the
September 21, 2016 Council agenda. If there are any questions, please do not hesitate to
contact Warren Lee, Director of Public Works, at 961-8321.

A. REQUEST:
Request a resolution for multi-year financing for a five-year financing agreement for the purchase and
maintenance of a Planning and Permitting System. Total cost of the system is not to exceed $2,500,000.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Implements a countywide integrated solution that will meet the needs and support the functions of all
stakeholder departments relating to Land Use and Permitting. This modern Permitting and Land Use
Management System enables and improves the service capability of all County of Hawaii departments for its
citizens and visitors. The System will be based on market leading and sustainable Permitting and Land Use
Management software and have the ability to connect to geospatial technologies (ESRI GIS)that directly and
materially benefit County services, focusing on transparency and sharing of data, customer self-service, and
process automation."

RE: Resolution No. 642-16 : RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF
A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR
AGREEMENT FOR THE PURCHASE OF SOFTWARE AND MAINTENANCE FOR THE
DEPARTMENT OF PUBLIC WORKS.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
